MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MARCH 20, 2014

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, March 20, 2014, at 7:00 p.m. An executive session preceded the meeting at 6:00 p.m.

Upon roll call, the following members were present:

President King declared a quorum present and the regular meeting of March 20, 2014, was called to order.

Executive Session: Motion by Flowers, seconded by Woodard, to go into executive session for the purpose of considering information regarding collective bargaining matters, and the appointment, employment, compensation, discipline, performance or dismissal of specific employees. Roll call: Booziotis, Flowers, Hudgins, King, Neill, Tsung and Woodard voted yes. Nay, none. Motion carried.

The executive session adjourned at 7:26 p.m.

Public Portion of the Meeting Convenes: The public portion of the meeting convened at 7:30 p.m.

President King stated there was no action taken in the executive session.

Minutes: The minutes of the regular meeting of February 20, 2014, were approved as presented.

Approval of Executive Session Minutes: Motion by Tsung, seconded by Hudgins, to approve the executive session minutes of February 20, 2014. Roll call: Flowers, Hudgins, King, Neill, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

Social Studies Department Newsletter: The Board received the Social Studies Department Newsletter for their review.

Public Comments: There were no public comments.

Payment of Bills: Motion by Flowers, seconded by Woodard, to pay the remaining bills for the month of February, 2014; and, those available for payment for the month of March, 2014. Roll call: Hudgins, King, Neill, Tsung, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

2013-14 Rising Star School Improvement Plan: Motion by Booziotis, seconded by Hudgins, to approve the 2013-14 Rising Star School Improvement Plan as presented. Roll call: King, Neill, Tsung, Woodard, Booziotis, Flowers and Hudgins voted yes. Nay, none. Motion carried.

Vice President Flowers requested a presentation be scheduled regarding district curriculum like the presentation that was done regarding district finances. She said that she would be interested in more information on the district’s Growth Model Plan and Common Core. Superintendent Murphy said sure they could schedule a presentation. He advised that curriculum was usually discussed in the fall and that he would be sure to include her and the Board on future curriculum report outlines.

2013-14 Summer Maintenance: Motion by Hudgins, seconded by Neill, to approve the 2013-14 list of summer maintenance work/projects as presented, including authorization to solicit bids/quotes for specific projects as necessary. Roll call: Neill, Tsung, Woodard, Booziotis, Flowers, Hudgins and King voted yes. Nay, none. Motion carried.

Member Tsung asked if any of the listed work items would be covered by the recent School Maintenance Grant received by the district. Superintendent Murphy said no.

Permission to Bid Yearbook Publication: Motion by Flowers, seconded by Booziotis, to bid the yearbook publication as presented. Roll call: Tsung, Woodard, Booziotis, Flowers, Hudgins, King and Neill voted yes. Nay, none. Motion carried.

District Policy Updates/Revisions: The Board of Education received updates/revisions to Board of Education Policies 2:30, 2:110, 4:30, 5:10, 7:70, 7:140, 7:180 and 7:190, for first reading.

2013-14 Amended School Calendar: Motion by Booziotis, seconded by Tsung, to approve the amended 2013-14 School Calendar as presented. Roll call: Woodard, Booziotis, Flowers, Hudgins, King, Neill and Tsung voted yes. Nay, none. Motion carried.

2014-15 School Calendar: Motion by Flowers, seconded by Booziotis, to approve the proposed 2014-15 School Calendar as presented. Roll call: Booziotis, Flowers, Hudgins, King, Neill, Tsung and Woodard voted yes. Nay, none. Motion carried.

Member Hudgins asked when students would begin the school year. Superintendent Murphy said August 15, 2014.

2014-15 IHSA Membership Renewal: Motion by Hudgins, seconded by Woodard, to continue membership in the IHSA for the 2014-15 school year. Roll call: Flowers, Hudgins, King, Neill, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2014-15 District Depository: Motion by Neill, seconded by Booziotis, to designate the Bank of Carbondale as the District Depository for FY15 as presented. Roll call: Hudgins, King, Neill, Tsung, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

Resignation: Motion by Flowers, seconded by Neill, to accept the resignation of Anjae Hatley (social studies teacher) effective at the end of the 2013-14 school year as presented. Roll call: King, Neill, Tsung, Wooard, Booziotis, Flowers and Hudginis voted yes. Nay, none. Motion carried.

2013-14 Employment of Personnel: Motion by Tsung, seconded by Hudgins, to employ the following 2013-14 personnel as presented:

a. Julie Peterson, Temporary Social Studies Teacher--Employ Julie Peterson effective March 21, 2014, on an as needed basis, as a temporary social studies teacher for the 2013-14 school year. Ms. Peterson’s education and experience will place her at line 17, column MA/MS prorated on the teacher salary schedule ($402.13 per day).

b. Extra-Duty Personnel--Personnel as presented: Head Baseball Coach: Chad Perschbacher; Assistant Track Coach: Larry Warner ($2,226.00)

c. Temporary Part-time Summer Maintenance Personnel--Personnel as presented: Paul Decker @ $10.00/Hour; Zack Lomax @ 10.00/Hour; Coner Kocher @ $9.50/Hour; Larry Warner @ $9.50/Hour

Roll call: Neill, Tsung, Woodard, Booziotis, Flowrs, Hudgins and King voted yes. Nay, none. Motion carried.

2013-14 Personnel to be Notified of Honorable Notified of Honorable Dismissal: Motion by Flowers, seconded by Neill, to honorably dismiss at the end of the 2013-14 school year, or current grant period, or current contract, the personnel as presented, due to a discontinuance of services:
