MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD AUGUST 15, 2013

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, August 15, 2013, at 7:00 p.m.

Upon roll call, the following members were present:

President King declared a quorum present and the regular meeting of August 15, 2013, was called to order.

Executive Session: Motion by Neill, seconded by Booziotis, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees. Roll call: Booziotis, Flowers, King, Neill, and Woodard voted yes. Nay, none. Motion carried.

Executive Session Adjourned: The executive session adjourned at 6:59 p.m. President King stated no action was taken while in executive session.

Public Portion of the Meeting Convenes: The public portion of the meeting convened at 7:00 p.m.

Minutes: The minutes of the regular scheduled meeting of July 18, 2013, were approved as distributed.

Executive Session Minutes: Motion by Flowers, seconded by Booziotis, to approve the executive session minutes of July 18, 2013 and August 15, 2013. Roll call: Flowers, King, Neill, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

Introduction of New Faculty: Mr. Booth introduced the new faculty members to the Board:

Krystal Emrick, Physical Education Teacher

Sarah McQuarrie, French Teacher

Tracie Shackles, Science Teacher

Joshua Taylor, Special Education Teacher

Payment of Bills: Motion by Woodard seconded by Neill, to pay the remaining bills for the month of July, 2013; and, those available for payment for the month of August, 2013. Roll call: King, Neill, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

2013 Summer School Update: Virginia Appuhn updated the Board on the 2013 Summer School Program. She advised the Board that this was the 14th year for the program and that it was very successful this year. Superintendent Murphy commended Ms. Appuhn on the program.

Member Booziotis asked what "other" meant listed under Freshman Feeder Schools on Ms. Appuhn's handout. Ms. Appuhn advised that it meant other schools such as Trinity, Agapa, private schools and home-schooled students. Ms. Appuhn said that these students attend the program to experience the public school setting to see if they would like to attend.

President King asked if the number of Rebound students attending the program was higher this year. Ms. Appuhn said yes the number was higher this year.

2013-14 District-Wide Goals: Superintendent Murphy requested the Board's thoughts/input in preparing the 2013-14 District-Wide Goals.

Bids and Quotes: There were no bids or quotes.

2013-14 Application for Recognition of Public Schools: Motion by Booziotis, seconded by Neill, to approve the 2013-14 Application for Recognition of Public Schools as presented. Roll call: Neill, Woodard, Booziotis, Flowers and King voted yes. Nay, none. Motion carried.

Presentation of the 2013-14 Tentative Budget for Public Display: Motion by Flowers, seconded by Woodard, to receive the tentative budget for the 2013-14 school year, place it on display for the public at the district office, the high school office, and the Carbondale Public Library, and to hold a public hearing on Thursday, September 19, 2013 at 7:00 p.m. in the high school cafeteria. Roll call: Woodard, Booziotis, Flowers, King and Neill voted yes. Nay, none. Motion carried.

Approval of 2013 August Graduates: Motion by Booziotis, seconded by Neill, to approve the following students for official graduation August 15, 2013:

Roll call: Woodard, Booziotis, Flowers, King and Neill voted yes. Nay, none. Motion carried.

PA 96-0434/PA 97-0609 FY13 Compensation Report: The Board received a copy of the PA 96-0434/PA 97-0609 FY13 Compensation Report for their review.

Member Neill asked if the pension contributions listed on the report were paid by the district. Financial Officer Steve Kosco responded that they were; but, those amounts also included the social security contributions as well.

Personnel: Motion by Booziotis, seconded by Flowers, to approve the following personnel items as presented:

a. Request for Leave of Absence--Approval of Natalie McLean's (English Teacher) request for a leave of absence for advance study in accordance with section 15.5 of the CCHS Substantive Agreement for the spring semester of the 2013-14 school year.

b. Resignations--Accept the following resignations as presented:

1. Jon Riesch (Title I Math Teacher Aide) effective July 18, 2013.

2. Dennis Ragan (Assistant Football Coach) effective August 7, 2013.

3. Demetrios Layne (Assistant Football Coach) effective August 8, 2013.

c. Employment of Personnel--Employ the following 2013-14 personnel as presented:

1. Full-Time Temporary Physical Education Teachers--Effective August 15, 2013, retroactively employ the following full-time temporary physical education teachers for the 2013-14 school year:

Jeff Hansen--Mr. Hansen's education and experience will place him at Line 0, Column MA/MS ($46,315.00) on the Teacher Salary Schedule.

Sean Jeralds--Mr. Jerald's education and experience will place him at Line 0, Column BA/BS ($41,517.00) on the Teacher Salary Schedule.

2. Driver Education Behind-the-Wheel Teachers--Personnel as presented:

3. Title I Math Teacher Aide-- Effective August 15, 2013, retroactively employ Katherine Vieceli, pending receipt of her substituteteaching certificate, as a full-time Title I Math Teacher Aide for the 2013-14 school year at the rate of $9.65 per hour.
