MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MAY 21, 2015

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, May 21, 2015 at 7:00 p.m.

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of May 21, 2015, was called to order.

Approval of Minutes: Motion by Cole, seconded by King, to approve the regular rescheduled meeting minutes of April 30, 2015. Roll call: Booziotis, Cole, Flowers, King and Woodard voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

2015 Graduation Ceremony: Superintendent Murphy reminded everyone of the 2015 Graduation Ceremony on Saturday, May 23, 2015, at 8:00 p.m. at the SIU Arena. He asked the Board members to arrive at 7:45 p.m.

2015 CCHSEA Teacher of the Year: Amy Prudencio was selected as the 2015 CCHSEA Teacher of the Year.

Foreign Language Department Presentation: Arnold Taylor, Foreign Language Department Chair, did a presentation for the Board regarding the activities of his department.

Library Media Center Presentation: Stephanie Parton, Library Media Center Specialist, did a presentation for Board regarding the activities of the library media center.

Public Comments: There were no public comments.

Payment of Bills: Motion by Booziotis, seconded by Flowers, to pay the remaining bills for the month of April, 2015; and, those available for payment for the month of May, 2015. Payments contingent upon the approval of Working Cash Resolutions will be considered approved when applicable resolutions are approved. Roll call: Cole, Flowers, King, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2015 Summer School Programs: The Board received information regarding the 2015 John Gilbert Summer Enrichment Program and Rebound Summer School Program.

Bids and Quotes: There were no bid or quote items.

Working Cash Abatement Authorization Resolution: Motion by King, seconded by Booziotis, to approve the Resolution to Abate $215,000.00 from the Working Cash Fund to the Education Fund as presented. Roll call: Flowers, King, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Resolution to Permanently Transfer FY15 Interest Earned in Working Cash Fund to Education Fund: Motion by Flowers, seconded by Booziotis, to approve the Resolution to Permanently Transfer $11,000.00 from the Working Cash Fund to the Education Fund. Roll call: King, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

Working Cash Fund Loan to Tort Immunity Fund: Motion by Booziotis, seconded by King, to approve an $80,000.00 inter-fund loan from the Working Cash Fund to the Tort Immunity Fund. Roll call: Woodard, Booziotis, Cole, Flowers and King voted yes. Nay, none. Motion carried.

Member Cole asked if a motion was required to transfer the money back into the Working Cash Fund. Steve Kosco said no that it was not required by law. Member Cole asked if the Board was notified when the loan was paid back. Mr. Kosco said no that the Board had not been notified in the past when loans were paid back. Member Cole requested the Board be advised when the loan was paid back. Superintendent Murphy said he would advise the Board when the loan was paid back.

2015-16 Project SOAR Alternative Educational Program Intergovern. Agreement: Motion by Booziotis, seconded by Flowers, to approve the 2015-16 Intergovernmental Agreement for School Districts Jackson-Perry Regional Office of Education Project SOAR Alternative Educational Program as presented. Roll call: Booziotis, Cole, Flowers, King and Woodard voted yes. Nay, none. Motion carried.

District Board Policy Updates/Revisions: The Board received updates/revisions to District Board Policies 2:250, 3:40, 3:50, 3:60, 5:120, 5:290 and 6:15 for first reading. Board of Education action on the policy updates/revisions will occur at the June 18, 2015, Board of Education meeting.

Member Cole advised that the adopted date should not be listed on proposed district board policy updates/ revisions until after the proposed polices have been approved by the Board of Education. Superintendent Murphy said the dates would no longer be listed on the policies until after they are approved by the Board of Education.

Executive Session: Motion by Booziotis, seconded by King, to go into executive session to discuss information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees. Roll call: Cole, Flowers, King, Woodard and Booziotis voted yes. Nay, none. Motion carried. The executive session convened at 7:37 p.m.

Executive Session Adjourned: The executive session adjourned at 7:55 p.m.

Public Session Reconvened: The public session reconvened at 7:56 p.m.

Request for Leave of Absence: Motion by Booziotis, seconded by Flowers, to approve Stephanie Parton’s (Library Media Specialist) request for a leave of absence for advanced study in accordance with section 15.5 of the CCHS Substantive Agreement for the 2015-16 school year. Roll call: Flowers, King, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Employment of Personnel:

2014-15 Summer School: Motion by King, seconded by Booziotis, to employ the following 2014-15 summer school personnel as presented subject to final enrollment numbers:

American Government--June 8 – July 31, 2015--Personnel: Justin Merriman (100 Hours) Michael Tow (100 Hours)

Driver Education/Classroom Instruction--June 8 – July 3, 2015--Personnel: Kim Wheeler (80 Hours)

Driver Education/Behind-the-Wheel Instruction--Personnel: Kim Wheeler, Greg Storm and Tim Davis

Hall Monitor Personnel--June 8 – July 31, 2015--Personnel: Andrew Smith

Assistant Principal: Motion by Flowers, seconded by King, to employ Tim Estes as an Assistant Principal at Carbondale Community High School District 165, a full-time10.5 month administrative position, effective July 1, 2015. Mr. Estes’ salary will be $69,593.00 for the 2015-16 year. Roll call: Woodard, Booziotis, Cole, Flowers and King voted yes. Nay, none. Motion carried.

2015-16 Part-Time Teaching Personnel: Motion by Booziotis, seconded by Flowers, to employ the following 2015-16 part-time teaching personnel as presented:

Melanie Nelson--Part-time (1/6-time) CTE Health Occupations Teacher. Ms. Nelson’s education and experience will place her at Line .5, Column BA/BS on the Teacher Salary Schedule.

Kara Gregory--Part-time (4/6-time) Chorus Teacher. Ms. Gregory’s education and experience will place her at Line 6.5, Column MA/MS on the Teacher Salary Schedule.

Jane Rendon--Part-time (4/6-time) Foreign Language-Spanish Teacher. Ms. Rendon’s education and experience will place her at Line 4.5, Column BA/BS+24 on the Teacher Salary Schedule.

Roll call: Booziotis, Cole, Flowers, King and Woodard voted yes. Nay, none. Motion carried.

Mathematics Teacher: Motion by Booziotis, seconded by Flowers, to employ Andrew Gwinup as a full-time mathematics teacher for the 2015-16 school year. Mr. Gwinup’s education and experience will place him at Line 3, Column BA/BS+24 on the Teacher Salary Schedule. Roll call: Cole, Flowers, King, Woodard and Booziotis voted yes. Nay, none. Motion carried.

English Teacher: Motion by Flowers, seconded by Booziotis, to employ William Curtin as a full-time English teacher for the 2015-16 school year. Mr. Curtin’s education and experience will place him at Line 8.5, Column MA/MS on the Teacher Salary Schedule. Roll call: Flowers, King, Woodard, Booziotis and Cole voted yes. Nay, none. Motion carried.

Social Studies Teacher/ Head Football Coach: Motion by King, seconded by Flowers, to employ Bryan Lee as a full-time social studies teacher and head football coach for the 2015-16 school year. Mr. Lee’s education and experience will place him at Line 17, Column BA/BS+24 on the Teacher Salary Schedule. Mr. Lee will be paid a stipend of $8,603.00 for the head football coach position. Roll call: King, Woodard, Booziotis, Cole and Flowers voted yes. Nay, none. Motion carried.

June Board Meeting: The June Board meeting will be Thursday, June 18, 2015.

Adjournment: Motion by Booziotis, seconded by Flowers, to adjourn the meeting. Roll call:Woodard, Booziotis, Cole, Flowers and King voted yes. Nay, none. Motion carried.
