September 2022 School Board Meeting Minutes

MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD SEPTEMBER 22, 2022

The regular scheduled meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, September 22, 2022, at 6:00 p.m.

Upon roll call, the following members were present:

President Pro Tem: Vice President Julie VanWinkle served as President Pro Tem in President Steven Sabens’ absence.

President Pro Tem VanWinkle declared a quorum present and the regular scheduled meeting of September 22, 2022, was called to order.

Lana Galan Designee: Member Lana Galan attended the meeting remotely and authorized Member Linda Flowers to serve as her designee to sign the budget following the meeting.

Public Hearing: 2022-23 Proposed Budget: President Pro Tem VanWinkle opened the public hearing to receive public comments on the 2022-23 proposed Budget. There were no comments. 

Motion by Flowers, seconded by Swims, to close the public hearing on the 2022-23 proposed Budget.  Roll call: Flowers, Galan, Pohlman, Swims and VanWinkle voted yes. Nay, none.  Motion carried.

Approval of Minutes: Motion by Flowers, seconded by Swims, to approve the minutes of the regular scheduled meeting of August 18, 2022. Roll call: Galan, Pohlman, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

Introduction of New 2022-23 Faculty: Mr. Thomas introduced the new 2022-23 faculty to the Board:

Zachary Clark, Care and Technical Education Teacher 
Haley Karayiannis, P.E. Teacher 
Susan Murphy, Special Education Teacher

2022-23 FOIA Requests: The Board received a listing of the FOIA requests received to date.

Payment of Bills: Motion by Swims, seconded by Pohlman, to pay the remaining bills for the month of August 2022; and, those available for payment for the month of September 2022. Roll call: Pohlman, Swims, VanWinkle, Flowers and Galan voted yes.  Nay, none.  Motion carried.

ESSER II and ESSER III Grant Expenditures: The Board received an update on the ESSER II and ESSER III Grant expenditures.

Principal’s Report: Mr. Thomas reported that the National Merit Scholarship Program announced the 2023 Commended Students and Semifinalists. High school juniors entered the 2023 National Merit Scholarship Program by taking the National Merit Scholarship Qualifying Test (NMSQT).  CCHS had four Commended Students: Cooper Brown, Jacob Powers, Alecksander Rhude and Desmond Stone. CCHS had two Semifinalists which represents less than one percent of the US. High school seniors: Michelle Yang and Sila Yesilyurt.

The Marching Band won Outstanding Percussion and Music on their way to first place in Class 3A at the Sage City Marching Band Competition.

The Volleyball Team won the Charleston Invitational.

CCHS student Ian Davis won the South Seven Golf Tournament.

Homecoming Week is September 26-October 1, 2022.

Superintendent’s Report: Mr. Booth reviewed his Superintendent’s Report for the Board:

Construction Updates
The cafeteria project is on target. The next phase will be to complete structural steel, and roofing. 

HS Addition Boiler - SI Pipping has begun this work it is anticipated to be completed by mid-October.  

HS Original Building Boiler - A&W has begun this work it is anticipated to be completed by mid-October.

Roof replacement - Glandt Roofing anticipates delivery of materials the end of September and will begin shortly afterwards.  The job should take approximately four weeks.

Pole barn and weight room/storage projects - The projects began the first week of September and good progress has been made. They should be complete by December.

Walnut Security Entrance – The project will begin in mid-October and should be completed before January 1.  The Walnut entrance will be closed until this project is finished.

The tennis court resurfacing was completed the second week of September.

A small project at soccer field was completed to put a new exterior surface on the press box as well as new benches for both home and away teams.  

Administration is re-looking at CTE plans to set a path forward.  They will have a direction on this project within the month.  

The Building and Grounds Committee will meet on October 27 to review the project list and discuss whether anything needs to be added or taken off the list.  They will also discuss the next steps for projects in the District, while also celebrating all the work that has been done over the last 12 months.  

Metal Detectors
The metal detectors are on pace to be delivered in October; once delivered, they will begin training on implementation and communication with the school community on processes and procedures.

CCHS Community Meet and Greet
The first CCHS Community Meet and Greet was be held on August 26 from 4:00-6:30. It was an amazing event and the feedback was outstanding.  The Goal 4 Action Team is using the feedback to plan for Parent Teacher Conferences in November as well as bringing the event back next school year.

Student Enrollment
Student enrollment is 1,010 students. This up 45 students from last year.

2022-23 District/Superintendent Goals: The Board received the 2022-23 District/Superintendent Goals for their review and input.

Member Leaves Meeting: Member Swims left the meeting at 6:38 p.m. and returned at returned at 6:40 p.m.

District Dashboard: The Board received information on the proposed District Dashboard. Ethan Graham reviewed a PowerPoint presentation on the District Dashboard for the Board. Mr. Booth requested the Board’s thoughts/input by October 7, 2022. The District Dashboard will be approved at the October 20, 2022, Board meeting.

Awarding of Activity Bus Bid: Motion by Swims, seconded by Pohlman, to acknowledge receipt of the bids received for an activity bus; and, to award the bid to the lowest responsible bidder, Southern Bus & Mobility, in the amount of $74,048.00 as presented.  Roll call: Swims, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried.

Approval of 2022-23 Budget: Motion by Flowers, seconded by Swims, to approve the proposed Budget for the 2022-23 school year as presented. Roll call: VanWinkle, Flowers, Galan, Pohlman and Swims voted yes. Nay, none. Motion carried.

Acceptance of 2021-22 Audit and Report on Shared Services or Outsourcing: Motion by Pohlman, seconded by Swims, to accept the 2021-22 Audit as presented; and, to acknowledge the Report on Shared Services or Outsourcing contained in the audit (on page 42) for posting on the district website. Roll call:  Flowers, Galan, Pohlman, Swims and VanWinkle voted yes. Nay, none. Motion carried.

Mr. Booth commended Mr. Toliver and his staff on the audit.

2022-23 Textbook List: The Board received the 2022-23 Textbook List.

Infinite Campus Student Information System Contract: Matt Young reviewed the Infinite Campus Student Information System for the Board.

Motion by Swims, seconded by Flowers, to approve the Infinite Campus Student Information System Contract subject to attorney review as presented.  Roll call: Galan, Pohlman, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

School Resource Officer Agreement: Motion by Pohlman, seconded by Swims, to approve the updated School Resource Officer Agreement between the City of Carbondale and Carbondale Community High School as presented.  Roll call: Pohlman, Swims, VanWinkle, Flowers and Galan voted yes. Nay, none. Motion carried.

CCHSEA/CCHS Board of Education MOU on Evaluations: Motion by Swims, seconded by Flowers, to approve the Memorandum of Understanding on Evaluations between the CCHSEA and the CCHS Board of Education as presented. Roll call: Swims, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried.

Employment of 2022-23 Extra-Duty Personnel: Motion by Swims, seconded by Pohlman, to employ the following 2022-23 extra-duty personnel:

Closing Comments: President Pro Tem VanWinkle commended the Carbondale Middle School Band on their performance at the recent football game.
