MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD NOVEMBER 18, 2021
The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, November 18, 2021 at 6:00 p.m.
Secretary ProTem: Wendell Pohlman agreed to serve as Secretary ProTem in Dr. Flowers’ absence.

Approval of Minutes: Motion by Galan, seconded by Tsung, to approve the minutes of the regular scheduled meeting and executive session of October 21, 2021. Roll call: Galan, Pohlman, Sabens, Tsung and VanWinkle voted yes. Nay, none. Motion carried.
2021 IHSA Class 2A Cross Country State Finals Champion Alex Partlow: Superintendent Booth recognized Alex Partlow for his record-breaking title of 2021 IHSA Class 2A Cross Country State Finals Champion. He presented him with a commemorative blanket. He also recognized Head Coach Greg Storm and Assistant Coach Jason Perry for the time they share with our students to help them reach their full potential.

Recognition of School Board Member Day: Superintendent Booth recognized the Board of Education Members in honor of School Board Member Day, November 15, 2021. He thanked them for their time and service on the Board. He presented them each with a commemorative coffee cup.
FOIA Requests: The Board received a listing of the 2021-22 FOIA Requests received to date.
Payment of Bills: Motion by Pohlman, seconded by VanWinkle, to pay the remaining bills for the month of October 2021; and, those available for payment for the month of November 2021. Roll call: Pohlman, Sabens, Tsung, VanWinkle and Galan voted yes. Nay, none. Motion carried.

Next meeting scheduled for Monday, December 13 at 4:00 p.m.– Hope to share committee recommendations at the December Board of Education meeting. Christopher Swims and Wendell Pohlman serve on the committee to represent the Board.
Restorative Practice & Student Support Specialist:
IDEA Grant funding is going to allow for an additional Restorative Practice & Student Support Specialist position for the remainder of the school year.
2021-22 District Fall Enrollment Recap and Class-Size Report: Mr. Booth reviewed the 2021-22 District Fall Enrollment Recap and Class-Size Report for the Board.
2022-23 Curriculum Proposals: Curriculum Director Ethan Graham reviewed the 2022-23 curriculum proposals for the Board.

Bids and Quotes—None
2021 Tax Levy Resolution: Motion by Tsung, seconded by VanWinkle, to approve the Resolution Regarding the Estimated Amounts Necessary To Be Levied For The Year 2021. Roll call: Tsung, VanWinkle, Galan, Pohlman and Sabens voted yes. Nay, none. Motion carried. Final adoption of the 2021 Tax Levy will occur at the December 16, 2021, Board of Education meeting.
Closing of School Offices During Winter Break 2021: Motion by VanWinkle, seconded by Galan, to approve the closure of all district offices during Winter Break 2021 as presented. Roll call: VanWinkle, Galan, Pohlman, Sabens and Tsung voted yes. Nay, none. Motion carried.
2021-22 Evaluation Memorandum of Understanding: Motion by VanWinkle, seconded by Galan, to approve the 2021-22 Evaluation Memorandum of Understanding as presented. Roll call: Galan, Pohlman, Sabens, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

Employment of 2021-22 Extra-Duty Personnel: Motion by Pohlman, seconded by Galan, to employ the following 2021-22 extra-duty personnel as presented:
Assistant Wrestling Coach: Aron Taylor $500.00
Assistant Baseball Coach: Matt Duckworth $4,669.00
Minority Student Advisory Council Sponsor Stipend Revision: Matthew Wilson $915.50

Employment of Cook: Motion by Tsung, seconded by VanWinkle, to employ Samantha Broski as a full-time Cook at the rate of $13.85 per hour for the 2021-22 school year. Roll call: Sabens, Tsung, VanWinkle, Galan and Pohlman voted yes. Nay, none. Motion carried.
Employment of 2021-22 Rebound Grant Personnel: Motion by VanWinkle, seconded by Galan, to employ the following 2021-22 Rebound grant personnel as presented:
Bryce Wiley, Rebound Math and Bridge Facilitator
--Contingent upon adequate grant funding and timely receipt of those funds. The hours will be reduced during the summer or until adequate student enrollment is achieved.
--35 Hours/Week @ $17.00/Hour
--Employment Period: December 1, 2021-July 31, 2022

Closing Comments: Member Tsung requested Mr. Booth to continue to track the district COVID rates and report the information at the Board meetings.

2021 IASB Resolutions Committee Report: The Board received the 2021 IASB Resolutions Committee Report in their meeting packet.
