MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JUNE 20, 2013

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 20, 2013, at 7:00 p.m.

Upon roll call, the following members were present:

President King declared a quorum present and the regular scheduled meeting of June 20, 2013, was called to order.

Minutes: The minutes of the regular meeting of May 16, 2013, were approved as distributed.

Executive Session Minutes: Motion by Woodard, seconded by Booziotis, to approve the minutes of the executive session held on Thursday, May 16, 2013. Roll call: Booziotis, Hudgins, King, Tsung and Woodard voted yes. Nay, none. Motion carried.

Old Business: There were no old business items.

Recognitions/Correspondence: There were no recognition or correspondence items.

Public Comments: There were no public comments.

Payment of Bills: Motion by Booziotis, seconded by Tsung, to pay the remaining bills for the month of May, 2013; and, those available for payment for the month of June, 2013. Roll call: Roll call: Hudgins, King, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2013-14 Wellness/Fitness Reimbursement: Motion by Tsung, seconded by Booziotis, to approve the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in a wellness/ fitness program for the 2013-14 school year.Roll call: King, Tsung, Woodard, Booziotis and Hudgins voted yes. Nay, none. Motion carried.

Member Hudgins asked what percentage of employees participate in the program. Superintendent Murphy responded roughly ten percent.

Member Woodard asked how the program was advertised. Superintendent Murphy advised that the employees received an annual memo with reminder memos at the end of each semester.

Member Booziotis asked if anyone could participate at any time during the year. Superintendent Murphy said yes.

Bids/Quotes: There were no bid/quote items.

2013-14 Prevailing Wage Resolution: Motion by Tsung, seconded by Hudgins, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Tsung, Woodard, Booziotis, Hudgins and King voted yes. Nay, none. Motion carried.

Member Woodard asked who prepared the resolution. Financial Officer Kosco said the Illinois Department of Labor prepared the resolution.

Member Woodard asked why Williamson County was included in the resolution. Financial Officer Kosco stated that a portion of Williamson County was inside the school district boundries.

2013-14 School Fees: Motion by Booziotis, seconded by Tsung, to approve the following school fees for the 2013-14 school year:

Resignation: Motion by Booziotis, seconded by Hudgins, to accept the letter of resignation from Michael Holcomb (science teacher) effective May 21, 2013, as presented. Roll call: Woodard, Booziotis, Hudgins, King and Tsung voted yes. Nay, none. Motion carried.

Employment of 2013 Summer Enrichment Program Personnel and 2013-14 Teaching Personnel: Motion by Woodard, seconded by Booziotis to approve the indicated employment action regarding the following personnel as presented:

a. 2013 John Gilbert Summer Enrichment Program Personnel--Personnel as presented:

1. Jeff Hansen, P.E. Teacher--Employ Jeff Hansen as a full-time temporary P.E. Teacher for the period September 23, 2013 through December 20, 2013. Mr. Hansen's education and experience will place him at Line 0, Column MA/MS ($13,987.20) prorated on the Teacher Salary Schedule.

2. Krystal Emrick, P.E. Teacher--Employ Krystal Emrick as a full-time P.E. Teacher for the 2013-14 school year. Ms. Emrick's education and experience will place her at Line 2, Column MA/MS ($49,382.00) on the Teacher Salary Schedule.

3. Tracie Shackles, Science Teacher--Employ Tracie Shackles as a full-time Science Teacher for the 2013-14 school year. Ms. Shackle's education and experience will place her at Line 6.5, Column MA/MS+24 ($59,482.00) on the Teacher Salary Schedule.

4. Brian Rick, Industrial Technology Teacher--Employ Mr. Rick as a part-time (4/6-time) Industrial Technology Teacher for the 2013-14 school year Mr. Rick's education and experience will place him at Line 3, Column BA/BS ($30,744.68) prorated on the Teacher Salary Schedule.

Roll call: Booziotis, Hudgins, King, Tsung and Woodard voted yes. Nay, none. Motion carried.

Member Hudgins asked if the science teacher had applied for the previous position.Principal Booth said no that her application was received after the previous interviewing process.

Member Woodard asked why there was a time-frame for the employment of the temporary P.E. teacher and why was he was not employed for the second semester. President King asked who would who would be teaching the students the second semester.

Superintendent Murphy advised that the retiring P.E. teacher would be teaching for a portion of the first semester and that the temporary P.E. teacher would take over after he retired. Superintendent Murphy advised that the student class enrollments were higher the first semester than they were the second semester and that was why he was not employed for the second semester. Superintendent Murphy advised that if enrollment numbers were high again in the 2014-15 school year there may be a need to employ a person again for this position.

Member Hudgins asked if Title I aides were paid with federal funds and Superintendent Murphy said yes.

Member Woodard asked if volunteers had to be approved annually. Superintendent Murphy said yes, and that at their initial approval they were required to complete application forms and criminal background investigations prior to their approval. Following their initial approval they are approved annually as needed by name only.

July Board of Education Meeting: The July Board of Education meeting will be Thursday, July 18, 2013.

CCHS Receives Bronze from U.S. News and World Report Magazine: Superintendent Murphy advised the Board that CCHS received a Bronze from U.S. News and World Report Magazine and that he had contacted the Southern Illinoisan Newspaper to inquire why CCHS was not included in their recent article that highlighted the Carterville school district's bronze designation. Superintendent Murphy advised that he had not received a definitive answer; but that they advised they would be printing a new article regarding CCHS' bronze designation. Superintendent Murphy added that this was the second time CCHS has had received this designation.

Three Students Receive Perfect ACT Scores: Superintendent Murphy advised the Board that three CCHS students had received perfect ACT scores.

City Fireworks: Superintendent Murphy advised the Board that the City would be doing fireworks at the Superblock on the Fourth of July.

President King asked if the City had contacted the school district regarding this. Superintendent Murphy advised that yes they had, and that there had been a couple of meetings to discuss various issues associated with it. President King advised that she was very concerned with some of the safety issues and security of the campus building and grounds.

Superintendent Murphy advised that the public would be using the school's parking lots, but that the CCHS access road to the Superblock would be blocked that evening

Cook Vacancy: Member Hudgins asked the status of the cook vacancy. Principal Booth advised that a current part-time cook had requested the full-time vacancy as is allowed per their contract, and that he would be recommending two part-time cook's helpers at the July Board of Education meeting.

Salad Bar: Member Hudgins asked if CCHS had a salad bar for students at lunch. Superintendent Murphy advised that they did not because of federal guidelines that required strict monitoring of the items allowed on the salad bar and the portions taken by the students.

Member Booziotis advised that Unity Point School had a salad bar and required extensive monitoring.

Member Tsung asked if salad bards had to be monitored because students took too much and Superintendent Murphy responded yes according to the federal guidelines.

Superintendent Murphy advised that the cooks currently prepared three different types of salads (garden salad, chicken garden salad and Ceasar salad) for students and faculty as requested on a daily basis and that they were very popular among everyone.

President King advised that monitoring of the salad bar was also necessary to ensure the sanitation of the salad bar.

CCHS Cooks Receive Praise for Outstanding Service: Superintendent Murphy and President King both stated that the CCHS Cooks did an outstanding job in the preparation of meals served and the operation of the cafeteria. They said everyone was very pleased with them. Board members asked Superintendent Murphy relay these praises to them.
