MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JULY 16, 2009

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, July 16, 2009, at 7:00 p.m.

Upon roll call, the following members were present: Kathy Booziotis, Kenneth Hughes, Robert Brewer, William Sherwood and Mike Durr. The following members were absent: Linda Flowers and Francis Tsung.

Also present were: Steven R. Sabens, Crystal Swan-Gravatt, Steve Kosco, Virginia Appuhn and Stephen Murphy.

President Brewer declared a quorum present and the regular meeting of July 16, 2009 was called to order.

Minutes: The minutes of the regular scheduled meeting of June 18, 2009, were approved as distributed.

Public Hearing: Holiday Waiver--President Brewer opened the Public Hearing to receive testimony on the district’s intent to seek a renewal of the previously approved modification of Section 24-2 Holidays of the Illinois School Code, waiving the holiday, Lincoln’s Birthday. No questions or comments were received from the audience. President Brewer closed the public hearing.

Public Comments: Mr. Terry Bovee addressed the Board of Education regarding concerns he had with the school district and a former guidance conselor. Mr. Bovee provided President Brewer and Superintendent Sabens with a copy of the statement he read to the Board. Superintendent Sabens advised Mr. Bovee that he would review Mr. Bovee’s statement and would respond appropriately.

Payment of Bills: Motion by Hughes, seconded by Sherwood, to pay the remaining bills for the month of June, 2009; and, those available for payment for the month of July, 2009.Roll call: Booziotis, Brewer, Durr, Hughes and Sherwood voted yes. Nay, none. Motion carried.

District-Wide Goals 2009-2010: Superintendent Sabens requested input from the Board of Education in the preparation of the proposed 2009-2010 district-wide goals.

Summer School Update: Virginia Appuhn updated the Board of Education on the 2009 Summer School Program.

Awarding of Bids for Food and Cafeteria Supplies: Motion by Durr, seconded by Booziotis, to acknowledge receipt of the bids received for food and cafeteria supplies; and to award the bids as presented in Mr. Kosco’s memo, for the period August 17, 2009 through December 18, 2009. Roll call: Brewer, Durr, Hughes, Sherwood and Booziotis voted yes. Nay, none. Motion carried.

Executive Session Minutes Made Public: Motion by Durr, seconded by Sherwood, to make public the executive session minutes of February 19, 2009, pursuant to P.A. 85-1355, Open Meetings Acts Amendment.Roll call: Durr, Hughes, Sherwood, Booziotis and Brewer voted yes. Nay, none. Motion carried.

2009-2010 Field Trips: Motion by Booziotis, seconded by Hughes, to approve the listing of 2009-2010 field trips as presented. Roll call: Hughes, Sherwood, Booziotis, Brewer and Durr voted yes. Nay, none. Motion carried.

Holiday Waiver: Motion by Durr, seconded by Sherwood, to approve the Application for Waiver or Modification of State Board Rules and/or School Code Mandates as presented. Roll call: Sherwood, Booziotis, Brewer, Durr and Hughes voted yes. Nay, none. Motion carried.

Employment of Personnel: Motion by Durr, seconded by Hughes, to approve the indicated action regarding the following personnel as presented:

a. Greg Storm, Health/Driver Education Teacher--Employ Greg Storm as a full-time Health/Driver Education Teacher for the 2009-10 school year. Mr. Storm’s education and experience will place him at line zero, column MA/MS on the teacher salary schedule.

b. Teacher Aide and Monitor Personnel--Personnel as presented: Christopher Gally: Gateway Teacher Aide/$9.32 per hour; Robert Middleton: Gateway Teacher Aide/$9.32 per hour; Rose Love: Gateway Teacher Aide/$9.60 per hour; Crystal Smith: Gateway Teacher Aide/$9.32 per hour; Scott Lambert: SSP Teacher Aide/$12.05 per hour; Brandi Jones: SSP Teacher Aide/$10.08 per hour; Paul Decker: SSP Teacher Aide/$10.08 per hour; Ty Moss: SSP Teacher Aide/$10.08 per hour; Todd Zentifis: SSP Teacher Aide/$9.07 per hour; Amy Gould: E.O.C. Football Coach: Mark Albertini ($2,123.50), Ben Campos ($2,123.50), Skip Heninger ($2,123.50), Dennis Ragan ($2,123.50), Eric Quackenbush ($2,123.50), John White ($3,185.25), Chris Apple ($3,185.25) and Earl Powell ($3,185.25); Asst. Volleyball Coach: Dallas Terry ($3,825.00); Asst.
