MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS, HELD JUNE 21, 2007

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 21, 2007 at 7:00 p.m. An executive session preceded the meeting at 6:30 p.m.

Upon roll call, the following members were present: Linda Brandon, Kenneth Hughes, Robert Brewer, Barbara Levine and Linda Flowers. The following members were absent: Barbara Bennett and Mike Durr.

Also present were: Steven R. Sabens, Vicky King, Steve Kosco and David Craig.

President Levine declared a quorum present and the regular meeting of June 21, 2007 was called to order.

Executive Session: Motion by Brewer, seconded by Hughes, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Public Portion of Meeting Convenes: The public portion of the meeting convened at 7:03 p.m. President Levine stated no action was taken while in executive session.

Minutes: The minutes of the regular meeting of May 15, 2007 were approved as distributed.

Executive Session Minutes Approved: Motion by Brewer, seconded by Brandon, to approve the executive session minutes of June 21, 2007. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Correspondence: The Board received the Science Department Newsletter for their review.

Payment of Bills: Motion by Brandon, seconded by Brewer, to pay the remaining bills for the month of May, 2007; and, those available for payment for the month of June, 2007. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Committee Reports:

Virginia Appuhn presented the 2006-08 School Improvement Plan and the 2007-10 School Technology Plan to the Board of Education.

Dr. David Craig reviewed the proposed PAWSE (Positive Alternatives With Social Skills Education) Program for the Board of Education. Dr. Craig advised the program would be a therapeutic program rather than a punitive one, that would modify a student’s behavior instead of punishing the student. The goal of the program is to modify the student’s behavior and put them back in the standard curriculum. PAWSE will be staffed with an ED/LD teacher or school social worker.

Motion by Brewer, seconded by Flowers, to approve the committee reports/recommendations on the School Improvement Plan, School Technology Plan, Handbooks and Wellness/Fitness as presented:

1. 2006-08 School Improvement Plan--Approval of the 2006-08 School Improvement Plan as presented.

2. 2007-10 School Technology Plan--Approval of the 2007-10 School Technology Plan as presented.

3. 2007-08 Student-Athlete Handbook and 2007-08 Parent/Teacher/Student Handbook--With the proposed changes as presented.

4. 2007-08 Wellness/Fitness--Approval of the payment of $10.00 per month or the actual cost of the program (if less than $10.00 per month) to each District 165 employee participating in an approved physical fitness program for the 2007-08 school year.

Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Approval of Treasurer’s Surety Bond: Motion by Brewer, seconded by Hughes, to approve the Treasurer’s Surety Bond in the amount of $400,000.00 as presented. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Resolution Authorizing Series 2007 Working Cash Fund Bonds: Motion by Brewer, seconded by Hughes, to adopt the Resolution Authorizing Series 2007 Working Cash Fund Bonds, as presented. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Prevailing Wage Resolution: Motion by Brandon, seconded by Brewer, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Transfer of Interest Income: Motion by Hughes, seconded by Brewer, to adopt the Resolution To Permanently Transfer Interest Income of $57,800.00 from the Working Cash Fund to the Education Fund, as presented. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Working Cash Abatement Authorization: Motion by Brewer, seconded by Flowers, to adopt the Resolution to abate $160,000.00 from the Working Cash Fund to the Operations and Maintenance Fund, and to abate $150,000.00 from the Working Cash Fund to the Education Fund, as presented. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Approval of 2007-2008 School Fees: Motion by Brandon, seconded by Hughes, to approve the following school fees for the 2007-2008 school year: Student Registration $28.00; Driver Education Fee $20.00; Student Lunch, Regular $1.50; Student Lunch, Reduced $0.40; Student Breakfast, Regular $1.00; Student Breakfast, Reduced $0.30; Student Milk $0.25; Adult Lunch $2.00; Adult Breakfast $1.50; Adult Milk $0.25. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

District Policy Updates: The Board of Education received updates/revisions to Board of Education Policies 2:170, 4:120, 6:160, 6:310, 7:70, 7:130 and 7:190 for first reading.

Resignations/Retirements: Motion by Brandon, seconded by Flowers, to accept the following resignations/retirements as presented: a) Resignation of Gwen Nickel-Reinhart (teacher aide/attendance clerk) effective June 1, 2007. b) Resignation of Carol Kelly (part-time Career Education Department administrative assistant) effective June 15, 2007. c) Retirement of Vince Reed (Career Education Department teacher) effective January 16, 2010. Roll call: Brandon, Brewer, Flowers, Hughes and Levine voted yes. Nay, none. Motion carried.

Employments: Motion by Brandon, seconded by Flowers, to employ the following personnel as presented:

a. 2007 Summer School Physical Education (Daniel Booth)--June 4, 2007-July 30, 2007--80 Instructional Hours @ $20/Hour.

b. 2007 Part-time Rebound Summer School English Teacher (Chris Ballard)--Employment subject to receipt of grant funding and student enrollment.--Employment period: June 11, 2007–July 19, 2007--Employment: 16 Hours per week--Rate of pay: $20.00 per hour.

c. 2007 Summer School E.O.C. Aide (Daniel Nickel)--Employment period: June 5-29, 2007--Rate of pay: $8.68 per hour.

d. Temporary Part-time 2007 Summer Maintenance Personnel (Scott Lockart)--Minimum wage rate of pay.

e. 2007-08 Full-time English Teacher (Elizabeth Pierson)--Ms. Pierson’s education and experience will place her at line three, BA/BS column on the teacher salary schedule.

f. 2007-08 Full-time Career Education/Business Teacher (James Ryan Boone)--Employment subject to receipt of proper Illinois certification. Mr. Boone’s education and experience will place him at line zero, MA/MS column on the teacher salary schedule.

g. 2007-08 Full-time Science Teacher (Joseph Clements)--Employment subject to receipt of proper Illinois certification. Mr. Clement’s education and experience will place him at line zero, MA/MS column on the teacher salary schedule.
