MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MAY 15, 2019

The regular scheduled meeting of the Board of Education of School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Wednesday, May 15, 2019 at 7:00 p.m.

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of May 15, 2019, was called to order.

New Board Member Recites Oath of Office: Dr. Flowers stood and recited the Oath of Office. 

Approval of Minutes: Motion by Tsung, seconded by Hudgins, to approve the minutes of the regular scheduled meeting and executive session of April 25, 2019. Roll call: Flowers, Galan, Hudgins, Tsung, VanWinkle and Woodard voted yes.  Nay, none. Motion carried.

2019 Graduation Ceremony: The 2019 Graduation Ceremony is Saturday, May 18, 2019, at 3:00 p.m. at the SIU Arena. 

2019 CCHSEA Teacher of the Year: Melanie Nelson was selected as the 2019 CCHSEA Teacher of the Year.

English/Reading Department Presentation: Bryan Dunn, English/Reading Department Chair, did a presentation for the Board regarding the activities of the English/Reading Department.

Social Studies Department Presentation: Bryan Lee, Social Studies Department Chair, did a presentation for the Board regarding the activities of the Social Studies Department.

Payment of Bills: Motion by Flowers, seconded by VanWinkle, to pay the remaining bills for the month of April 2019; and, those available for payment for the month of May 2019. Roll call: Galan, Hudgins, Tsung, VanWinkle, Woodard and Flowers voted yes.  Nay, none.  Motion carried.

Superintendent’s Report: Superintendent Murphy advised the Board that Goreville Superintendent Steve Webb, who is considered a school safety expert, did a walkthrough of the campus and met with CCHS officials on May 10, 2019. He provided materials on safety surveys, strategies on talking to students about school safety, safety hot-line services, identification systems, and recommendations of the School Safety Working Group on the Illinois Terrorism Task Force.  He advised the Board he would have a more complete report at a later date.  Member Tsung asked if was possible to do random weapon searches with police dogs like the district does for drugs, and Member Flowers asked if metal detector police wands were more feasible than metal detector walk-thru devices.  Mr. Murphy said he would contact the Carbondale Police Department regarding their questions and will follow-up with the Board on the information he receives.

Facility Improvements Committee Update: Superintendent Murphy reported that the majority of the roof replacement would be completed that week.  He advised the bids on replacing the remaining roof sections would be received by the end of May along with the damage report from the insurance company outlining appropriate coverage. 

He said the Capital Bill was still pending in Springfield and that he hoped they would know more information by the end of May where the legislation is heading.  He said it could mean millions of dollars to the district depending on the types of projects that are chosen and the timing of implementation.           

Member Tsung expressed concern with the lack of parent and community input on the projects that are being discussed and planned.  He said he felt there was more input from the people who are teaching, rather than from the parents and community.  He suggested a Board field trip to look at the schools that have the proposed projects the committee has been reviewing so that the Board will have a better vision on how they are going to proceed with the projects.  The Board agreed that was a good idea.  Mr. Murphy said he would get back to the Board with possible field trip dates.

2019 Summer Enrichment Program: The Board received information in their Board packet regarding the 2019 Summer Enrichment Program.

2019-20 Employee Health, Dental and Vision Insurance: Motion by Tsung, seconded by Hudgins, to approve the 2019-20 employee health, dental and vision insurance premium renewals from Blue Cross/Blue Shield and Guardian Insurance as presented. Roll call: Hudgins, Tsung, VanWinkle, Woodard, Flowers and Galan voted yes. Nay, none. Motion carried.

Permission to Bid 2019-20 Milk and Bread Products: Motion by Flowers, seconded by Hudgins, to bid milk and bread products for the 2019-20 school year. Roll call: Tsung, VanWinkle, Woodard, Flowers, Galan and Hudgins voted yes. Nay, none. Motion carried.

Summer Maintenance List Projects: Motion by Flowers, seconded by Tsung, to approve the Summer Maintenance List, with the understanding that specific projects requiring bid approval will be presented to the Board separately:

Gym Bleacher Replacement ($157k, previously Board-approved)
Repair/Replace asphalt on access road behind campus ($61k, although might not be all in one project)
Phone System Upgrade ($37k)
D-Wing and C-Wing Stairwell Repair ($15k-$35k). The ($15k is for the basic anticipated repairs, the higher side would be re-sanding and painting of both stairwells.

Presentation of 2018-19 Amended for Budget for Public Display: Motion by Tsung, seconded by Hudgins, to receive the amended budget the 2018-19 school year, place it on display for the public at the district office, the high school office, and the Carbondale Public Library, and to hold a public hearing on Thursday, June 20, 2019, at 7:00 p.m. in the high school cafeteria. Roll call: Woodard, Flowers, Galan, Hudgins, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

Working Cash Abatement Authorization Resolution: Motion by Flowers, seconded by VanWinkle, to approve the Resolution to Abate $150,000.00 from the Working Cash Fund to the Education Fund as presented. Roll call: Flowers, Galan, Hudgins, Tsung, VanWinkle and Woodard voted yes. Nay, none.  Motion carried.

Resolution to Permanently Transfer FY19 Interest Earned in Working Cash Fund to Education Fund: Motion by Hudgins, seconded by Tsung, to approve the Resolution to Permanently Transfer $15,000.00 from the Working Cash Fund to the Education Fund.  Roll call: Galan, Hudgins, Tsung, VanWinkle, Woodard and Flowers voted yes.  Nay, none.  Motion carried.

IASB PRESS Issue 100 Board Policy Manual Updates—Second Reading/Adoption: Motion by Tsung, seconded by Hudgins, to approve the IASB PRESS Issue 100 Board Policy Manual updates as presented. Roll call: Hudgins, Tsung, VanWinkle, Woodard, Flowers and Galan voted yes. Nay, none. Motion carried.  First reading of the updates occurred at the April 25, 2019 Board of Education meeting.

Retirements/Resignations: Motion by VanWinkle, seconded by Hudgins, to accept the resignation of Toni Ruiz (School Counselor) effective June 28, 2019. Roll call: Tsung, VanWinkle, Woodard, Flowers, Galan and Hudgins voted yes. Nay, none. Motion carried.
