MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JANUARY 17, 2019

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, January 17, 2019, at 7:00 p.m.

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular meeting of January 17, 2019, was called to order.

Approval of Minutes: Motion by Booziotis, seconded by Tsung, to approve the minutes of the regular scheduled meeting of December 13, 2018. Roll call: Booziotis, Flowers, Hudgins, Swims, Tsung and Woodard voted yes.  Nay, none. Motion carried.

Public Comments: None

Fine Arts Department Presentation: Fine Arts Department Chair, Erik Berrey, did a presentation for the Board regarding the activities of the Fine Arts Department.

Athletic Department Presentation: The Athletic Department presentation was removed from the agenda.

Payment of Bills: Motion by Swims, seconded by Flowers, to pay the remaining bills for the month of December 2018; and, those available for payment for the month of January 2019. Roll call:  Flowers, Hudgins, Swims, Tsung, Woodard and Booziotis voted yes. Nay, none.  Motion carried.

Superintendent’s Report: Superintendent Murphy reported that the construction on the Frank Bleyer Field was progressing well and that it should be completed by March.  He said the installation of the new auditorium stage curtain was planned for Spring Break in March.   He said that he and Mr. Thomas formed a committee to begin reviewing different daily schedules in order to accommodate more class options to better serve the students and faculty.

Mr. Murphy also indicated he had just received results from the Student Safety Survey.  He said the Student Safety Survey indicated the number one concern of students was the building doors not working properly.  He advised the district personnel was working to correct these problems. 

Facility Improvements Committee Update: Superintendent Murphy reported that the Facility Improvements CommitteeMeeting had been postponed. He advised that the district architect was currently putting together preliminary drafts for expansions of the science labs, gym and the CTE program for the committee to review.

Member Tsung asked what happens after the list is comprised and who was going to prioritize the list.  Mr. Murphy said the committee with the assistance of the district architect would compile a list of major projects with various options for them; and, that they hoped to present the information to the Board at the March Board meeting.  President Woodard advised the Board that they also needed to take into consideration that if changes are made to the daily schedule in the future this would impact the need for additional classroom space in areas. Mr. Murphy said the Board will ultimately be who decides on the project list and how it is to be completed.

Approval of 2019 "Love Your Heart” Free Personal Leave Day Drawing: Motion by Swims, seconded by Booziotis, to approve a free personal leave day (as a drawing) in the annual promotion of faculty and staff participation in good heart practices by getting a blood pressure check (to qualify for the drawing) during "Love Your Heart Week" in February. Roll call: Hudgins, Swims, Tsung, Woodard, Booziotis and Flowers voted yes.  Nay, none.  Motion carried.

IASB PRESS Issue 99 Board Policy Manual Updates-Second Reading/Adoption: Motion by Flowers, seconded by Hudgins, to approve the IASB PRESS Issue 99 Board Policy Manual updates as presented.  Roll call: Swims, Tsung, Woodard, Booziotis, Flowers and Hudgins voted yes. Nay, none.  Motion carried. First reading of the updates occurred at the December 13, 2018 Board meeting.

FOIA Requests: July 1, 2018- January 10, 2019: The Board received the list of FOIA Requests: July 1, 2018-January 10, 2019 for their review.

2019-22 Resolution Authorizing Accept. Of Field Observ. Students From John A. Logan College: Motion by Swims, seconded by Booziotis, to approve the 2019-22 Resolution Authorizing Acceptance Of Field Observation Students From John A. Logan College as presented.  Roll call: Tsung, Woodard, Booziotis, Flowers, Hudgins and Swims voted yes.  Nay, none.  Motion carried.

Executive Session: There was no executive session.

Resignations/Retirements: None

Employment of 2018-19 Personnel: Motion by Booziotis, seconded by Swims, to employ the following 2018-19 personnel as presented:

a. English Teacher: Sarah Debach as a temporary full-time English teacher, retroactive to January 7, 2019, pending receipt of her Illinois Professional Educator License, for the remainder of the 2018-19 school year.  Ms. Dubach’s education and experience will place her at Line 1, Column MA/MS prorated on the Teacher Salary Schedule ($267.00/Day). Ms. Dubach will be paid as a substitute teacher until receipt of her Illinois PEL.

b. Title I Teacher Aide: Katie Bachman as a Title I Teacher Aide retroactive to January 7, 2019, for the remainder of the 2018-19 school year, at the rate of $12.14 per hour.

c. Extra-Duty Personnel:
Assistant Softball Coach: McKena Miller: $3,401.00; Eugene Talley: $500.00; Lance Crombar: $500.00
Assistant Baseball Coach: Isaac Harris: $1,401.00 

Roll call: Woodard, Booziotis, Flowers, Hudgins, Swims and Tsung voted yes. Nay, none.  Motion carried.

2018-19 Volunteers: Motion by Hudgins, seconded by Flowers, to approve the following 2018-19 volunteers as presented:
Trebor Mann: Volunteer Girls Soccer Coach
Jesse Crow: Volunteer Boys Basketball Coach
Alishea Usery-Wright: Volunteer Boys & Girls Track Coach 
Roll call:  Booziotis, Flowers, Hudgins, Swims, Tsung and Woodard voted yes. Nay, none.  Motion carried. 

2019 Chamber Banquet: The 2019 Carbondale Chamber of Commerce Banquet is Friday, February 15, 2019, at 5:30 p.m., at the SIU Student Center Ballrooms. 

February Board of Ed. Meeting: The February Board of Education meeting is Thursday, February 21, 2019.
