MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD DECEMBER 13, 2018

The regular scheduled meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, December 13, 2018, at 7:00 p.m.

Upon roll call, the following members were present:

Approval of Minutes: Motion by Swims, seconded by Booziotis, to approve the minutes of the regular scheduled meeting of November 8, 2018. Roll call: Booziotis, Hudgins, Swims, VanWinkle and Woodard voted yes.  Nay, none.  Motion carried.

Public Comments: None

Math Department Presentation: Math Department Chair, Brenda Berg, did a presentation for the Board regarding the activities of the Math Department. 

Payment of Bills: Motion by Swims, seconded by Hudgins, to pay the remaining bills for the month of November 2018; and, those available for payment for the month of December 2018.  Roll call: Hudgins, Swims, VanWinkle, Woodard and Booziotis voted yes. Nay, none.  Motion carried.

Superintendent’s Report: Superintendent Murphy reported that following the community meetings last month regarding the social media rumors he and Mr. Thomas personally contacted the parents who had provided their contact information and the parents were appreciative of their response.  Mr. Thomas met with sponsors of large student groups, and a diverse group of students held follow-up meetings to discuss climate and culture, and potential programs the future.  A culture and climate survey will be given to students in January.

Facility Improvements Committee Update: Superintendent Murphy reviewed the memo that was included in the Board meeting packet regarding the recent Facility Improvements Committee meeting. The committee presented a preliminary rough draft of potential future projects based on the feedback that had been received. Additional work and ongoing discussion will be required to refine the list.

2018-19 District Fall Enrollment and Class-Size Loading Report: The Board received information on the 2018-19 district fall enrollment and the Class-Size and Loading Report for their review.

Permission to Solicit Bids for District Maintenance Dept. Truck: Motion by Swims, seconded by Booziotis, to solicit bids for a district maintenance department truck as presented.  Roll call: Swims, VanWinkle, Woodard, Booziotis and Hudgins voted yes. Nay, none. Motion carried.

Property Tax Relief Grant Application: Motion by Hudgins, seconded by Booziotis, to approve the Property Tax Relief Grant Application as presented.  Roll call:  VanWinkle, Woodard, Booziotis, Hudgins and Swims voted yes. Nay, none. Motion carried.

2018 Tax Levy: Motion by Hudgins, seconded by Swims, to approve the following:

1.  Adopt the Resolution of CCHS District 165 Levy for Special Education Purposes. 

2. Adopt the 2018 Tax Levy Resolution, including the 2018 Certificate of  Tax Levy, with permission to file the levy in Jackson and Williamson Counties.

3. Adopt the Certificate Regarding Inapplicability of the Truth-In-Taxation Law.

4. Adopt the “PTELL” Resolution, including Exhibit A, Request To Clerk Regarding Reduction of 2018 Tax Extension Pursuant to PTELL, with permission to file with the county clerks of Jackson and Williamson Counties.

Roll call: Woodard, Booziotis, Hudgins, Swims and VanWinkle voted yes.  Nay, none. Motion carried.

Semi-Annual Review of Executive Session Minutes: Motion by Swims, seconded by Hudgins, to approve the semi-annual review of the closed executive session minutes and to make public the executive session minutes of September 20, 2018; and, to destroy the following verbatim record (audiotape) executive session minutes that are 18 months old or older: January 19, 2017; February 16, 2017; March 23, 2017; April 20, 2017; June 15, 2017; and, July 20, 2017.  Roll call: Booziotis, Hudgins, Swims, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

IASB PRESS Issue 99 Board Policy Manual Updates—First Reading: The Board received IASB PRESS Issue 99 Board Policy Manual Updates for first reading.  Final adoption of the IASB PRESS Issue 99 Board Policy Updates will occur at the January 17, 2019 Board of Education meeting.

Executive Session: There was no executive session.

Resignations/Retirements: Motion by Booziotis, seconded by Hudgins, to accept the following resignations/retirements as presented: 

a. Resignation of Ethan May (English teacher) effective December 21, 2018.

Roll call: Hudgins, Swims, VanWinkle, Woodard and Booziotis voted yes. Nay, none.  Motion carried.

Employment of 2018-19 Personnel: Motion by Booziotis, seconded by Hudgins, to employ the following 2018-19 personnel as presented:

a. Cook: Jerry Broski as a full-time Cook at the rate of $13.31 per hour for the 2018-19 school year.

b. Cook’s Helper:  Molly Book as a part-time Cook’s Helper, retroactive to December 10, 2018, at the rate of $9.79 per hour for the 2018-19 school year.

c. Extra-Duty Personnel

Asst. Football Coach:  Jihad Wright: $3,206.00 (Change in stipend)

Asst. Baseball Coach: Jacob Staley: $3,000.00

Spring Weight Room Supervisor: Jim Miller: $2,200.50

Asst. Boys Track Coach: Jihad Wright: $2,200.50

Asst. Girls Track Coach: Jihad Wright: $2,200.50

Roll call: Swims, VanWinkle, Woodard, Booziotis and Hudgins voted yes. Nay, none.  Motion carried.

Approval of 2018-19 Volunteers: Motion by Hudgins, seconded by Booziotis, to approve the following volunteers as presented:

Mykel Gary:               Volunteer Wrestling Coach

Kolbi Caffey:              Volunteer Wrestling Coach

Markese Jackson:       Volunteer Boys Swimming Coach

Roll call:  VanWinkle, Woodard, Booziotis, Hudgins and Swims voted yes. Nay, none.  Motion carried.

For Your Information Items: The next Board of Education meeting will be Thursday, January 17, 2019.

Carbondale Holiday Tournament: Thursday-Saturday, December 27-29, 2018

Winter Break: District offices will be closed Monday, December 24, 2018 through Friday, January 4, 2019, for Winter Break.

2019 Carbondale Chamber of Commerce Banquet: Friday, February 15, 2019, 5:30 p.m., at the SIU Student Center Ballrooms.

Student Council and Educators Rising Club Receive Compliments: Member VanWinkle complimented the Student Council members on their participation in the letter writing project with the first graders at Unity Point School.  She said the project was a huge success.  She also complimented the Educators Rising Club who visited the students at the school.
